APPROPRIATION TO P R E S I D E N T S OFFICE FOR OPERATING EXPENSES (3) T h e appropriation made to the President's Office for its operating expenses for the fiscal year 1942-1943 will not be sufficient to cover necessary expenditures. This is due t o : (1) T h e increased demand upon the President's Office for various services as a general result of the war—the Army and Navy programs, the confidential research work carried on by the University for the Federal Government, and incidental activities—require a great deal of correspondence and paper work. (2) T h e survey by Booz, Fry, Allen, and Hamilton and the investigations by the General Advisory Committee and the American Council on Education, authorized by the Board of Trustees, required a great deal of service on the part of the President's Office as well as other University departments. (3) T h e volume of general correspondence handled by the President's Office, both within and outside the University, has greatly increased as a result of problems created by the war. Accordingly I recommend that a supplementary appropriation of $2,500 be made from the General Reserve Fund to the President's Office for its operating expenses for the fiscal year 1942-1943.

On motion of Mr. Nickell, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green, Mr. Livingston.

ADDITIONAL APPROPRIATION FOR EXPENSES OF SURVEY BY AMERICAN C O U N C I L ON EDUCATION (4) On July 25, 1942 (Minutes, page 22), the Board of Trustees appropriated $4,000 for the expenses of the American Council on Education Survey of the University of Illinois, this being based on a preliminary estimate of the cost. After the Survey Commission was appointed and began its work, it became clear that the survey would have to be more extensive than was originally contemplated and a supplementary appropriation of $2,000 was made by the Board on October 17, 1942 (Minutes, page 103), to cover the additional expenses, making a total of $6,000. T h e American Council on Education has advised that the total expenses of this survey, including the editorial work on the report which is now being put into final shape, will total $6,496.25. Consequently an additional appropriation of $496.25 should be made to reimburse the Council in full for all expenses. I recommend that this amount be appropriated from the General Reserve Fund.

On motion of Mr. Fornof, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Dr. Luken, Mr. McKelvey, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Green, Mr. Livingston.

EASEMENT OF WAY ACROSS SHIVELY FARM (5) 111 March, 1941, the University acquired a mortgage on certain land in Champaign County as an investment of endowment funds. The land is owned by Frank, Beatrice, and Minerva C. Shively. An adjoining tract is owned by Homer H. and Mamie A. Keller, who desire to give a mortgage on it to the Equitable Life Assurance Society. This tract of- land has no access to the public highway but corners on another tract on the highway owned by the Kellers. T h e Society requests an easement of way across the corner of the Shively tract. The Shivelys have executed such an easement, and the Board of Trustees is requested to consent to this execution. A resolution for this purpose has been approved by the University Counsel, and its approval by the Board as authorization for the execution of the easement is recommended by the Comptroller.

On motion of Mr. Nickell, the execution of this easement was
