T h e committee recommends that the President take steps to put this recommendation of the Commission into effect. 10. "The Commission recommends that, by appropriate salary and rank, outstanding excellence in teaching be given recognition commensurate with scholarly research and productivity on the part of the faculty members." T h e committee believes that this should be established as a standing policy of the University, and recommends that the President present recommendations to the Board on the ways and means of accomplishing this objective. 11. "The Commission recommends that as soon as moneys are available there be established a limited number of professorships paying salaries significantly in excess of the regular maxima, in order that the University may draw to its faculty some men of highest standing in their respective fields." T h e committee recommends the adoption of this suggestion of the Commission, and the establishment of such professorships at the earliest possible moment; but the committee believes that the statement should be broadened so as to recognize outstanding persons who are already members of the faculty. 12. " T h e Commission recommends that the University exercise constant care to see that a proper proportion of the persons appointed to positions on its faculty have training and experience outside of the University of Illinois." T h e committee recommends that the Board adopt the policy contained in this recommendation. 13. " T h e Commission recommends that the Board of Trustees, the President, and representatives of the administration and teaching staff of the University, working together, study the problem of proper organization for the University with particular reference to the delegation and assignment of administrative responsibilities in order to insure the highest and most effective type of educational leadership throughout the University." T h e committee recommends that the President study this matter, including all phases of the administration of the University, in conference with a representative committee of the faculty, to which should be added one or more members of the Board of Trustees, to discuss the problems involved and to present recommendations to the Board. In the consideration of this matter, it was suggested that the President correspond with the Commission in order to get a fuller statement of the intentions of its members with respect to their recommendation. 14. "The Commission recommends that as one of its major institutional efforts, the University of Illinois devote itself to the extended study of what should be its long-term educational program, both for the University as a whole and also for its several colleges and schools." T h e committee recommends that the President advise the Board as to what should be done on a long-term basis to improve and strengthen the educational programs of the University. In the formulation of these recommendations, the President should give due consideration to such factors as the practicable development of junior colleges, publicly supported teachers colleges, and the presence in the State of a considerable number of privately controlled colleges and universities. T h e committee recommends that the Report of the Commission be printed in an edition of at least 5,000 copies, to be distributed to the members of the General Assembly and to State officers, to the members of the faculty, to newspapers in Illinois, to high-school administrative officers, to public libraries in Illinois, to the membership of the American Council on Education, and to such other institutions and persons as may seem advisable; and that an appropriation of $1,500 be made to meet the expense.

On motion of Mr. Jensen, this report was accepted, the several recommendations of the committee were adopted, and the appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Adams, Mr. Cleary, Mr. Green, Mr. Karraker.
