BOARD OF TRUSTEES

PHENOLPHTHALEIN RESEARCH, INCORPORATED

(14) F o r a number of years Phenolphthalein Research, Incorporated, 239 Broadway, New York, has been providing funds for certain research work in the Department of Pharmacology and Therapeutics in the College of Medicine. Grants for this purpose have been made annually and have been accepted subject to the policies and regulations of the Board of Trustees governing researches sponsored by outside agencies. The Executive Committee of Phenolphthalein Research, Incorporated, has made a grant of $2,000 for the continuation of this research for one year, beginning January, 1943. T h e organization was advised of the new regulations adopted by the Board of Trustees on January 24, 1942 (Minutes, pages 759761), and attention was called to all of the changes made in the previous policy. Phenolphthalein Research, Incorporated, expressed its agreement with the new regulations with the exception of the provision for a deduction of ten per cent for certain overhead expenses, which it requests be waived in this particular case on the ground that such a deduction would deprive members of the staff engaged in this project of payment in full for their services. Phenolphthalein Research, Incorporated, calls attention to the fact that during the past eight years it has made grants to the University of Illinois totaling approximately $70,000 for research, and that no deductions have previously been made for overhead expenses. T h e Executive Dean of the Chicago Colleges recommends waiver of the ten per cent deduction, and I concur.

This matter was referred to the Committee on Patents, which reported later in the day and recommended that an exception be made in this case. On motion of Mr. Davis, this recommendation was adopted.

SEVENTY-FIFTH ANNIVERSARY CONVOCATION (15) A report on the program and arrangements for the convocation to commemorate the Seventy-Fifth Anniversary of the opening of the University, to be held in the Auditorium, at Urbana, at 4 p.m. on March 2, 1943. A short address by Dr. David Kinley, President Emeritus, and the address of the day by Governor Dwight H. Green, are among the principal events on the program. T h i s report w a s received for record. EXECUTIVE SESSION

The President of the Board declared an executive session for the consideration of the following matters presented by the President of the University.

RESIGNATION OF CARL M. WHITE (16) Dr. Carl M. White, Director of the Library and the Library School, has accepted an offer from Columbia University, and his resignation will become effective not later than September 1, 1943. T h e offer from Columbia University is at a salary considerably in excess of what the University of Illinois can provide for this position.

APPROPRIATION FOR UNIVERSITY COUNSEL (17) T h e University Counsel requests an addition of $500 to the operating budget of his office for the current fiscal year 1942-1943. T h e additional expense is due to the preparation of the University's case for the Supreme Court of Illinois and also in defending the mandamus action brought against the Board of Trustees by Earl B. Zazove, seeking to compel the University to admit him to the College of Medicine.

On motion of Mr. Jensen, this appropriation was made as recommended, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Livingston, Dr. Meyer, Mr. Nickell; no, none; absent, Mr. Adams, Mr. Cleary, Mr. Green, Mr. Karraker.
