22 BOARD OF TRUSTEES [July 25 On motion of Mr. Cleary, the purchase of items i, 2, 4, and 5 was approved; the purchase of item 3 was not approved because of the great advance in price shown by the quotation offered. PURCHASES AUTHORIZED (16) A report of the following purchases authorized by the President of the University in accordance with the University Statutes: 1. 2,759.28 bushels of No. 3 yellow shelled corn, from Roy Edwards, R. R. 1, Tolono, at 80 cents a bushel, or a total cost of $2,207.42, delivered. 2. About 500 choice yearling feeder wethers, from the Texas Livestock Marketing Association at a price of not to exceed $8.75 cwt. plus 46^ cwt. freight, for the Dixon Springs Experiment Station. 3. Chemicals (194 items, a list of which is hereby given to the Secretary of the Board for record) for the Chemical Storerooms, from the following firms, the orders being placed on the basis of the lowest quotation on each item: Wilkens-Anderson Company, Chicago $1 687 60 Arthur S. Baker Chemical Company, Chicago 16 45 On motion of Mr. Fornof, the action of the President of the University in authorizing these purchases was approved and confirmed. WAGE SCALE O F CARPENTERS (17) A report that the wage rate of carpenters in Champaign-Urbana has increased from $1.25 to $1-37/4 an hour. Since it is the policy of the University to pay the prevailing local wage scales, University carpenters were given this increase effective June 27, 1942. This will increase the operation and maintenance expenditures of the Physical Plant Department approximately $2,300 a year and will, of course, add to the cost of any other construction work. On motion of Mr. Livingston, this action was approved. BEQUEST O F FRANK SMITH (18) The will of the late Frank Smith, Professor of Zoology, Emeritus, bequeaths to the University of Illinois the sum of $1,000 "to be used as seems best" by the University, that is, without any restrictions. I have authorized the Comptroller to accept payment from Mrs. Dora I. Smith, his widow and executrix, and place it in a special fund. Since Professor Smith was a member of the Department of Zoology for many years, I recommend the fund be appropriated to that Department for such purposes as its Head and the Dean of the College of Liberal Arts and Sciences authorize. On motion of Mrs. Grigsby, this appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Meyer, Mr. Wieland; no, none; absent, Mr. Davis, Mr. Green.
