UNIVERSITY OF ILLINOIS

It is estimated that there will be 500 individuals in these two groups. The medical examinations will be given by the University Health Service, but it will be necessary to employ outside assistance to help in this work because the next two or three months the Health Service staff will be required to examine all newstudents. T h e cost of giving the examinations required by the University Retirement System of Illinois will be from $1,200 to $1,500. I recommend that an appropriation of $1,500 be made from the General Reserve Fund for the expenses of these medical examinations. O n m o t i o n of M r . COMPENSATION TO UNIVERSITY CIVILIAN DEFENSE WORKERS FOR PERSONAL INJURIES AND PROPERTY DAMAGE (14) The University Council of Defense is providing for the training of a large number of University staff members and other employees in all the official Civilian Defense services. The question has been raised concerning the University's responsibility for personal injuries that they may sustain or damages to their personal automobiles when used in defense service. T h e question applies to incidents in training as well as in actual operations. While all of these participants in the Civilian Defense program are doing so voluntarily and as a patriotic service, it would seem that the University is justified in including them, when in the performance of these defense services, within the protection of its compensation service. I recommend acceptance by the University of liability for personal injuries to its staff members or for property damage incurred while they a r e engaged in defense service whether in training or actual emergency operations.
