A candidate who is not a graduate of an accredited high school may qualify for_ appointment to a scholarship by passing entrance examinations and thus qualify for admission to the University. Registration Having satisfied the entrance requirements, the appointee to a scholarship must register in the University at the opening of the semester in which the scholarship first becomes effective. / / an appointee to a new four-year scholarship fails to enter the University at the opening of the fall term or semester, he forfeits the scholarship. An appointee to an unused or unexpired scholarship way enter the University at any time during the unexpired period of the scholarship and be entitled to its privileges, but such a scholarship will go into effect at the beginning of the semester or term next following the date of appointment, as specified in the law, regardless of whether or not it is being used. Extension of Scholarships The Act provides that a scholarship may be extended if an application for leave of absence is made to the President of the University before the holder leaves the University. It does not provide for an extension on application after the holder has left or is seeking to return to the University. Applications for extension should be made in advance to the President of the University in writing. The term of any scholarship will be extended under the provision of Section 175 of the Statute, only if the holder has been in attendance at the University for at least the first year after he was awarded the scholarship, and if his average grade during the period of his attendance has been at least "C," exclusive of grades in military science and physical education. A scholarship cannot be extended for any other cause than that specified in the Act, namely, absence from the University for the purpose of earning money to enable the student to continue his course. Removal from State of Holders of Scholarships These scholarships are awarded only to students whose legal residence is in the State of Illinois. If the legal residence of the holder of a scholarship is changed from Illinois to some other state, his scholarship is thereby forfeited. After discussing at length the reasons for making these additions to the regulations, on motion of Mr. Barrett the recommendation was adopted— Williams and Barrett voting, Aye. VACATION LEAVE FOR P R E S I D E N T DANIELS Acting President Daniels, whose term of service does not expire until September 1, 1934, requested leave of absence for the months of July and August. O n motion of Mr. Barrett and concurred in by Mr. Williams, this request was granted with full pay at the present rate as Acting President. On motion the meeting adjourned. WALTER W . BUDGET FOR 1 9 3 4 - 1 9 3 5 (1) A recommendation that the following budget for the academic year beginning September I, 1934, be approved and that the President of the University be authorized to make such changes and adjustments as are needed, to make such additional appointments as are necessary, and to accept resignations offered, in accordance with the needs of the University and the equitable interests involved.
