The Secretary presented for record the minutes of a meeting of the Executive Committee held April 26, 1934:

A meeting of the Executive Committee was held at the Blackstone Hotel, in Chicago, at 2 o'clock p.m. on Thursday, April 26, 1934. Those present were: President Walter Williams, Edward E. Barrett; absent, Mrs. Hopkins. Edward E. Barrett acted as Secretary of the meeting. There were also present Mr. Armstrong, Acting President Daniels, and the University Counsel, Sveinbjorn Johnson. G E N E R A L ASSEMBLY S C H O L A R S H I P S President Daniels presented to the Executive Committee recommendations for additions to the regulations governing the administration of the General Assembly Scholarship Law covering residence and registration. T h e new provisions are in addition to the administrative regulations adopted by the President of the University some years ago. T h e changes are indicated by italics. The complete regulations are as follows:

REGULATIONS GOVERNING GENERAL ASSEMBLY SCHOLARSHIPS

For the purpose of carrying out its responsibilities under the law, the Board of Trustees of the University of Illinois has adopted the following regulations to govern the administration of General Assembly Scholarships. Time of Nomination The nomination of a candidate must be filed with the President of the University on or before the first Monday in July, prior to the opening of the University year in which the candidate expects to enter the University, and the President is forbidden by the Statute to accept a nomination after this date. In case the first nominee fails to accept the appointment, or, not being a graduate of an accredited school, fails to pass the required examination for admission, a second nomination, if made, must be filed with the President of the University not later than the second Monday in September, and the President is forbidden by the Statute to accept a second nomination after this date. A nomination to an unused or unexpired scholarship becomes available at the opening of the semester or term of the University next following the date of appointment, except that no such nomination is available for the first semester of the University year if made later than the second Monday of September. Residence When a nomination is made by a member of the General Assembly the statement of the nominator with reference to the residence of the nominee will be accepted by the University, unless the official records of the University indicate an address for the nominee outside the district of the member of the General Assembly who makes the nomination. Where the residence of the nominee is thus in doubt, it is the duty of the University, before permitting the scholarship to become effective, to require satisfactory proof from the nominee that he resides within the district from which he seeks the scholarship. For the purposes of these regulations the residence of the parents, or of one parent if the other be deceased, or of a guardian of the person, will be deemed the residence of all students who have not attained their legal majority. Parental agreement that a son or a daughter reside with a named person as a guardian will not be accepted as conclusive by the University in the absence of satisfactory evidence of residence in fact with such alleged guardian. A student who gives a false address for the purpose of obtaining a scholarship is liable to dismissal from the University, or other disciplinary action, and forfeits the scholarship thus obtained. Qualifications of Candidates T o qualify for appointment under this Act, a candidate must be— 1. At least 16 years old. 2. A graduate of a high school or other secondary school accredited by the University of Illinois and must present fifteen units of high school work in
