(3) The following is the text of the acts of the Fifty-Eighth_ General Assembly making appropriations to the University for the two years beginning July 1,1933:

A Bnx FOR AN ACT MAKING APPROPRIATIONS FOR THE UNIVERSITY OF ILLINOIS AND PROVIDING FOR THE EXPENDITURE THEREOF

Be it enacted by the People of the State of Illinois, represented in the General Assembly: Section I: There is hereby appropriated to the University of Illinois for the two years beginning July I, 1933, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of three million eight hundred and five thousand dollars ($3,805,000) per annum, payable as follows: Out of the University of Illinois Fund, one million nine hundred thousand dollars ($1,900,000) per annum; out of the general revenue fund, one million nine hundred five thousand dollars ($1,005,000) per annum; for the following objects and purposes: For salaries and wages $3,300,000 per annum For office expenses, including printing and publications 60,000 per annum For travel 10,000 per annum For operation 300,000 per annum For repairs, equipment, and minor improvements, including special assessments 135,000 per annum Total $3,805,000 per annum Section 2. The appropriations made in section 1 of this Act shall be subject to all the provisions, conditions, and limitations of an Act entitled, "An Act in relation to State finance," approved June 10, 1919, in force July I, 1919. Section 3. Whenever there is not sufficient money in the University of Illinois Fund to meet the appropriations made in section 1 hereof out of the fund, the Auditor of Public Accounts and the Treasurer are hereby authorized to pay said appropriations out of the general revenue fund. Any amounts thus paid out of the general revenue fund shall be reimbursed to that fund from the University of Illinois Fund whenever money is received into the University of Illinois Fund. Section 4. There is hereby appropriated to the University of Illinois for the two years beginning July I, 1933, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, for the payment of interest on the endowment funds of said University as provided by section 2 of an Act entitled, "An Act to make appropriations for the University of Illinois, and providing for the management of the funds of said University and for the protecting of the interest of the State in connection therewith," approved and in force June 11, 1897, the sum of thirty-two thousand four hundred fifty one dollars ($32451) per annum, or so much thereof as may be necessary under the terms of said Act. Section 5. There is hereby appropriated to the University of Illinois the sum of fifty thousand dollars ($50,000) per annum, or so much thereof as shall accrue to the State of Illinois under the provisions of an Act of Congress entitled, "An Act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of agriculture and the mechanic arts, established under the provisions of an Act of Congress, approved July 2, 1862," approved August 30, 1890, and an Act of Congress entitled, "An Act making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1908," approved March 4, 1007, during the two years beginning July 1, 1933. Whenever any portion of said sum shall be received by the State Treasurer from the United States, it shall immediately be due and payable into the treasury of the University of Illinois. Section 6. Upon the order of the President of the Board of Trustees of the University of Illinois, countersigned by its secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is here-
