1933] UNIVERSITY OF ILLINOIS 269 APPROPRIATION BILL Governor Horner stated that the financial situation of the State was so serious that he deemed it necessary to provide that $100,000 a year of the amount asked for the University be held back in a special contingency fund, to be released only with the Governor's approval. Governor Horner stated that this was an emergency measure; that he would insist that the bill in 1935 should not contain any such provision; and that he would release the funds on the request of the Board.
