1931] U N I V E R S I T Y O F ILLINOIS 485 purpose of developing the discovery, or discoveries, to a point where it will be possible to determine whether the same have any value, commercial or otherwise. The C o m mission will pay to the University twenty-five per cent of any and all royalties, license fees or compensation of any sort whatsoever which it m a y receive under any and all agreements of license for use of such discovery. T h e Commission will not enter into any such licensing or royalty agreement for the use or development of the discoveries withoutfirstconsulting with the Board of Trustees of the University or with its Committee on Patents. 4. Should the discoveries be of such a nature that the general public m a y fairly be supposed to have a substantial interest in the development thereof, the C o m mission agrees that no discovery or patent rights transferred to it by the University pursuant to this agreement will be used or exploited by the Commission in a manner detrimental or prejudicial to the public interest. 5. The Commission agrees that if it wilfully or without just cause neglect to prosecute the researches and develop the possibilities of any discoveries relating to the elimination of sulphur fumes in stack gases in order to perfect them, then the University m a y demand a reassignment to it of all patents, patent rights and interests thereunder which m a y have been assigned to the Commission pursuant to this agreement, and the Commission agrees to execute such reassignment promptly upon demand. In case of such demand and reassignment this agreement shall forthwith terminate. 6. It is agreed that all royalties shall be collected upon a reasonable basis from those w h o exploit the discoveries commercially, whether such persons be constituent corporations of the Commission, or otherwise. REVISED STATUTES OF THE UNIVERSITY (6) The University Senate recommends the adoption of the following statutes dealing with the Library: 1. The Library includes all such books, pamphlets, periodicals, maps, music scores, photographs, prints, manuscripts, and other materials as are commonly preserved and used in libraries, purchased or acquired in any manner by the University to aid students and investigators. 2. The Library shall be in charge of the Director of the Library, w h o shall be responsible for its arrangement and care and for the organization of the Library staff; in the purchase of books and similar material, he shall act in accordance with business methods approved by the Comptroller. H e shall make to the President an annual report on the condition and needs of the Library and on the work of the staff. With the approval of the President, the Director of the Library m a y establish branch libraries within the University when in their opinion efficiency in cataloguing, ordering and other matters of library administration, and the general welfare of a particular college, school or department will thereby be promoted; and when such action has been taken, the Director m a y delegate appropriate powers to the assistants in charge of such branches. 3. The Director shall be elected biennially by the Board of Trustees, on the nomination of the President of the University. O n the occasion of each such election,
