193 I ] U N I V E R S I T Y O F ILLINOIS 463 QUARTERLY REPORT OF THE COMPTROLLER (13) The following quarterly report of the Comptroller to the Board of Trustees as at September 30, 1931: QUARTERLY REPORT OF THE COMPTROLLER TO THE BOARD OF TRUSTEES QUARTER ENDED SEPTEMBER 30, IQ31 SUMMARY Reserve and Contingent Fund The unappropriated balance of the Reserve and Contingent Fund at the close of the quarter was $219,599, as per Schedule B. The balance at the corresponding date a year ago was $233,110. Of the present amount, $43,638 represents the unappropriated balance of the estimated income of the fiscal year, and $175,961 represents a balance carried forward July 1, 1931. O n the corresponding date a year ago, the balance was $1,071,707. Of the present balance, $596,974 represents general University funds, $162,327 Federal funds, $298,075 residence hall funds, and $152,484 trust funds. Securities totaling $1,079,800 have been deposited by the Treasurer to secure the general University funds, Federal funds, and residence hall funds. State Funds Balances The total balance of all State Appropriations as at the end of the quarter was $5»!65,33i. Of this total $3,755,403 was for operations, $1,397,762 was for new buildings, and $12,166 was for special purposes (see Schedule C). Of this sum, $2,400,000 is payable out of the Mill Tax Fund and $1,355,403 out of the General Revenue Fund. The balance in the Mill Tax Fund at the end of the quarter, allowing for outstanding warrants, was $233,183. Uncollected taxes for 1929 and 1930 account for the unrealized difference. Budget Expenditures Board appropriations to departments for the current fiscal year total $6,645,979, including salaries $4,474,299 and expense and equipment $2,171,680. These were 20.5 percent expended at the end of the quarter, and 2.4 percent encumbered (included in Schedule E). O n the corresponding date a year ago these appropriations were 20.1 percent expended and 2.4 percent encumbered.
