n8 board of trustees [November 14 MATTERS PRESENTED BY PRESIDENT CHASE The Board considered the following matters presented by the President of the University. ADJUSTMENTS IN THE BUDGET FOR 1930-31 (1) The following changes and adjustments have been made in the budget for 1930-31, in accordance with the authority given to the President to make such adjustments: 1. The addition of $1,440 to the Department of Chemistry for the salaries of two assistant storekeepers from January 1, to August 31, 1931, which the expansion of the Department into the new Chemistry Building Annex requires. 1. The addition of J 1,400 to the Library School for the salary of an additional assistant required by the increased enrollment offirst-yearstudents. 3. The appointment of W . P. Flint, Chief Entomologist in the State Natural History Survey, as Entomologist in the Agricultural Experiment Station with the rank of Associate Professor (on part time), at a salary of $1,000 a year, beginning December i, 1930. This report w a s received for record. APPROPRIATION FOR AGRICULTURAL EXPERIMENT STATION BULLETINS (2) A request from the Head of the Department of Agronomy and the Dean of the College of Agriculture that the sum of $1,225 be appropriated for the printing of bulletins. I recommend that this amount be appropriated from excess receipts of the Department remaining unexpended June 30, 1930. O n motion of M r s . Grigsby, this appropriation w a s m a d e , b y the following vote: A y e , M r . Barr, M r s . Blake, M r s . E v a n s , M r . Fisher, M r s . Grigsby, D r . Noble, M r . Trees; no, none; absent, M r . A r m strong, M r . Blair, M r . E m m e r s o n , M r . Simpson. LEAVES OF ABSENCE (3) Requests from the following members of the staff for sabbatical leaves of absence on one-half pay for the year 1931-32 under the rules of the Board of Trustees: Professor T. E. Oliver of the Department of Romance Languages. Professor Clarence A. Berdahl of the Department of Political Science. Assistant Professor Paul N. Landis of the Department of English. I recommend that these leaves be granted. O n motion of M r s . E v a n s , these leaves were granted. LEAVE OF ABSENCE FOR DR. CLARISSA RINAKER (4) A recommendation from the Head of the Department of English and the Dean of the College of Liberal Arts and Sciences that Dr. Clarissa Rinaker, Assistant Professor of English, be given leave of absence on account of illness from November 1, 1930, to February 1, 1931, on part salary. A substitute has been appointed to provide for such of Doctor Rinaker's work as cannot be taken care of by her colleagues. The salary of the substitute will be charged to the salary of Doctor Rinaker and the balance will be paid to her. O n motion of M r . Fisher, this recommendation w a s adopted. AMENDMENT OF REGULATIONS FOR ASSESSMENT OF NON-RESIDENT FEES (5) A recommendation that the regulations adopted by the Board of Trustees on October 20, 1922 (page 57), defining the residence of students for the purposes of assessing fees be amended to clarify our practice. Under the present regulations a minor whose parents have moved to Illinois from outside of the State and have established a bonafideresidence is immediately considered a resident of the State, but an adult student may be considered a resident only after he has been in residence twelve months and is self-supporting. In other words, under the present phraseology of the rules a minor child of a family which has just established legal residence in the State may be classified as a resident of Illinois and an adult child of the same family may be classified as a non-resident for his first year in the University.
