1929] U N I V E R S I T Y O F ILLINOIS 137 I pointed out to Mr. McLarty that it is possible, however, that the University might undertake in its regular routine to carry on investigations through one or more of its bureaus, to do something not only for the State School Board Association but for other local governing groups. For instance, the Bureau of Business Research might, at nominal expense, undertake an investigation into thefinancesand other business aspects of public school systems. As his letter was addressed to the former President of the Board, I present the matter herewith, and recommend that the Board approve the President's answer as setting forth the University's policy. GIFTS TO THE UNIVERSITY (18) I report receipt of the following gifts to the University, the acceptance of which I have authorized: F r o m Sigma Delta Kappa, law fraternity, a large cup, on which will be inscribed the names of the students w h o m a k e the highest scholastic record in law in their freshm a n year, and which is to be placed in the L a w Building, probably in the L a w Library. F r o m M r . Julius Rosenwald of Chicago, sixty-one bound volumes of Hebrew classics, including poetry, prose, works on Palestine and the history of the Jews, and reference and general works. T h e money value of the collection is probably $100, and Director Windsor reports that it makes a worth while addition to our books of Jewish interest. T h i s report w a s received for record. Petersen of the College of Medicine has undergone an operation which will keep him off duty for some time. PROPOSAL FOR REBATE ON PAVEMENT ALONG CARTERPENNELL TRUST FARMS (21) I submit herewith a proposal that the University join in a movement to secure from the State Legislature a rebate on the pavement through Rankin and other municipalities, part of which runs along the Carter-Pennell Trust farms, which road
