REGULATIONS FOR THE USE OF PRIVATE AUTOMOBILES IN UNIVERSITY W O R K (18) A recommendation that the following regulations be adopted: The President of the University shall have authority to authorize reimbursement to members of the staff for the use of privately owned automobiles when the interests of the University will be best served by such an arrangement, in accordance with the following regulations: i. Privately owned automobiles are to be used only after it has been ascertained that University automobiles are not available for the service required, and vouchers for payment must so certify. Use of private machines must be previously authorized by the head of the department and the dean or director, and reported to the President in each case. 2. Accurate record must be kept of the mileage of a car in the University service and the purpose for which it is used. 3. Reimbursement will be made only for the actual mileage in which the car is used in University service on vouchers approved by the department head and by the dean or director of the college or division concerned, and by the comptroller of the University. 4. The rate of reimbursement shall be determined by the President or some officer authorized by him but shall not exceed 10 cents per mile. 5. The University is not liable for any damage to a car or injury to its occupants or for damage or injury to other property or persons even though the car is being used for University work and the owner is to be reimbursed therefor. O n motion of M r . Armstrong, these regulations were adopted.

ANNUAL REPORT ON CARTER-PENNELL TRUST FARMS

(19) I submit the following report of the Carter-Pennell Trust Farms Committee for the year ending February 28, 1925: SECOND ANNUAL REPORT ON CARTER-PENNELL FARMS March 9, 1925 Pursuant to the request of Mr. and Mrs. Carter that the Carter-Pennell Trust Farms be operated as an example of good husbandry, it has been deemed essential that certain improvement work be done which would provide for more efficient operation of the farms. Considering the low state of repair of farms and buildings,firstattention has been given to these items. Major repair work required on the barns of both farms raised a question of what amount of work could be done within a single year. More than average annual repairs were needed at once to preserve the improvements for greatest usefulness. It was thought advisable to do repair and remodeling work of relatively permanent character which could be most economically done at one time. The prorating of the expenses of repair work over the expected life of the improvements seemed justified under these conditions. Hence relatively large immediate expenditure of money was made but the annual cost on the basis of the prorating of permanent improvement expenses is relatively low annually as shown in the attachedfinancialstatement. The major items of repair and replacement include the purchase of a carload of lumber at C a m p Grant which represented aboutfiftyper cent of the cost of new lumber, but for repairs it serves the place of new material. This represented an investment of £444.00. In repairing the barn on the South Farm an addition was built to the barn at a cost of $337.96 including the repair work on the old structure. In addition to this some of the lumber was used in the repair work. Considerable expense would have been required to re-side the old b a m without making the added improvement. Also a new roof was included for a com crib at a cost of about $50.00. A n expenditure of $149.20 was made for new fencing materials since
