140 BOARD OF TRUSTEES [November 15 Comptroller's Monthly Report of Contracts Executed (28) T h e included amounts with the comptroller submitted the November 1990 report of contracts. T h e report contractual agreements for payments to the University and contracts in up to $50,000, to be paid by the University. A copy of this report is filed secretary. This report was received for record. Comptroller's Report of Investment Transactions through October 15, 1990 (29) T h e comptroller presented the above report which includes transactions under Finance and Audit Committee guidelines and transactions under the comptroller's authority. A copy of this report is filed with the secretary of the board. On motion of Mrs. Calder, this report was approved as presented. Quarterly Report of the Comptroller (30) T h e comptroller presented his quarterly report as of September 30, 1990. A copy has been filed with the secretary of the board. This report was received for record. Disclosure of Executive Session Actions under Open Meetings Act (31) Under an amendment to the Open Meetings Act, effective July 1, 1989, public bodies subject to the Act which conduct business under exemptions specified in the Act must, at least every six months, determine whether the need for confidentiality still exists with respect to each item considered under such exemption. Attached are copies of the minutes of the executive sessions of January through May 1990. T h e university counsel and the secretary of the board, after consultation with appropriate administrative officers, have recommended: that certain items considered in the periods covered should retain their confidential status (e.g., items of employment of staff members in January and February); and that all other items considered in those sessions be released to the public. (Attached materials are filed with the secretary of the board for record.) They further recommend that the president of the University be authorized to release those items retaining confidential status as soon as the need for such confidentiality no longer exists. On motion of Mrs. Calder, these recommendations were approved. SECRETARY'S REPORT The secretary presented for record appointments to the faculty and changes of status made by the president, resignations, terminations, leaves of absence, and retirements. A copy of the report is filed with the secretary. DEGREES CONFERRED The secretary presented for record the following list of degrees conferred on candidates at the Urbana-Champaign campus on October 15, 1990.
