ing to show these pictures and send a lecturer with them entirely at the State's expense. This it is deemed proper by one of the principal depart' ments of our State Government to spend public money to educate the people as the character of their reformatory and charitable enterprises. We think, therefore, we are clearly within the realm of propriety, if we spend some money to advertise our educational enterprise, and induce more students to avail themselves of its advantages. Hundreds of the largest National advertisers, such as the Standard Oil Co., Armour and Co., Goodrich Tire Co., Hartford Insurance Co., and the Canadian Pacific Railway Co., are taking advantage of this kind of publicity, and spending millions of dollars on that kind of advertising because it brings back results. We are of the opinion that it would be entirely practicable to produce a scenario, with sufficient romance therein to hold the audience, and yet so skillfully written and put into pictures, that it would take the characters through the University grounds, Buildings and Class rooms in such a manner that the audience would know they had seen their own University in its daily life and action. Thus you would take the University to hundreds of thousands of people who could see it in no other way. It would be the duty of this Bureau of publicity to devise other means to the same end as above suggested, the numerous details of which must be left to men engaged for that purpose. In this behalf we suggest that this is in the nature of a commercial advertising enterprise. It requires an experienced advertising or publicity man. It is not an academic enterprise and should not be so regarded. In my opinion there should be employed an expert advertising or publicity man at the head of this Bureau of publicity whose duty should be to direct the department in its various phases of action. To the end that this may be accomplished, we recommend that there be a permanent publicity committee to consist of the President of the Board and two other members to be appointed by him, with power to organize and get into action the Bureau of Publicity above mentioned. President Kinley was requested to report at an early meeting on the means of publicity now in use at the University, and to submit a plan for the organization and expansion of this work. At this point, Mr. Trimble withdrew and the Board resumed the consideration of matters submitted by Acting President Kinley.
