1917] UNIVERSITY OF ILLINOIS 50I Things are thus still in a very indefinite shape. W e can not even estimate what it will really cost the University to run this school. I have protested to the Federal Government that while the University of Illinois is very anxious to do its full share in this whole matter and would go to the limit of its ability in helping to make the School of Aviation efficient, I did not think it was fair for the Federal Government to saddle the expense of quarterage on the University, which had no buildings and no funds which it could use for that purpose. As stated above, the whole matter is very indefinite and the University is assuming a very grave risk in attempting to carry on the school at all. At the same time I do not see how, under the circumstances, we can refuse to do anything that is at all within our ability. On motion of Mrs. Busey, the President of the University ws authorized to make the necessary arrangements with the Federal Government for the increase in the number of students at the School of Military Aeronautics, assigning if necessary for this purpose the Women's Residence Hall for use as barracks to house the members of the School. MILITARY COMMANDANT (3) A statement that Colonel R. W . Mearns has recommended that we should ask for the detail of Major E. W . McCaskey, U. S. A. Retired, as Military) Commandant at the University. Major McCaskey was born at Lancaster, Pennsylvania, in 1863; he attended Franklin and Marshall College and the United States Military Academy at West Point from 1882 to 1886. In addition] to serving as lieutenant in the 21st Infantry in this country, Europe, Cuba, and the Philippines, Major McCaskey has had four years of college detail at Pennsylvania State College, three years at Newark. Delaware, and two years at St. Joseph's College in Philadelphia. H e was retired in 1908, but recalled in 1916 and is now on duty at F o r t Benjamin Harrison, Indiana. I am expecting to ask the W a r Department to detail Major McCaskey to be Military Commandant at the University. No action was taken in this matter.
