Your Committee desires also to recognize the invaluable services of the local superintendents in charge of the work—Mr. I. H. Rapp, who had charge till August 15th, and Mr. S. P. Sutton, who had charge from August 15th to the end of November, when the work was substantially completed. These gentlemen have shown themselves to be thoroughly capable and have done their work to the entire satisfaction of your Committee. From our report at the September meeting you know that the building we s not completed on the terms specified in the contract. After considering again the subject of the forfeiture required in the contract, and the serious detention occasioned on account of the strikes last summer, and the additional time required for the extra work done, your Committee still feels that it is but just to the contractors that an extension of about six weeks be granted. We therefore recommend that the building be accepted, with the requirement that all remaining work be completed at the earliest possible moment, and that the contractors be settled with in full with the exception of $5,000.00, to be paid when the work is done. That they be allowed an extension of thirty-eight days on their contract, and that a forfeiture of $50.00 per day be declared till November 15th, the day of dedication, making a forfeiture of thirty-eight days, or $1,900.00. The work on the heating contract is practically done. The furniture is about half received, and we have promises that it will all be here in due season. The building can be put to use at the beginning of the winter term, moving in taking place during the holiday vacation. Respectfully submitted,
