The report of t h e committee on buildings and grounds with reference to choice of site for t h e new building, advertising for bids, opening bids, etc., was then taken up. On motion of Mr. McLean, t h e report was approved, except with reference to choice of site, and t h e appropriation of $50 to pay Professor JRicker, was made. Mr. Bullard, chairmain of t h e committee on buildings and grounds, made t h e following report, and moved t h a t its recommendations be adopted: U R B A N A, I I I . , September 13, 1893. To the Board of Trustees of the University of I Minos. GENTLEMEN: Your committee on buildings and grounds begs leave t o make further report as follows: The informal proposal received by this committee for t h e erection of t h e new engineering building, referred to in t h e previous report, reads as follows: TACOMA, W A S H . , August 30, 1893. To the Honorable Board of the Illinois State University. GENTLEMEN: We, t h e undersigned, will construct t h e college of engineering building in a workmanlike and satisfactory manner, according to t h e plans and specifications drawn by George W. Bullard, architect, and will give satisfactory bonds for t h e completion of t h e same, for t h e sum of one hundred and sixteen thousand seven hundred and ninety-four dollars ($116,794.00). Kespectfully submitted, GRIBBLE & S H U R Z . P. S.—The above bid includes plumbing throughout. G. & S. TACOMA, W A S H . , August 30, 1893. To the Honorable Board of the Illinois State University. GENTLEMEN: Mr. Bullard, your architect, could not inform us of t h e conditions on which our bid had to be submitted, so in case we should be low, we would refer you to t h e banks mentioned below, or we can telegraph you a certified check, if necessary. The gentlemen making this proposal sent it before they had received ^'Instructions to bidders," sent out by this committee, but have since received it. After it appeared to your committee t h a t none of t h e bids received in due form were sufficiently low, and t h a t they must all be rejected, t h e chairman of your committee sent t h e following telegram to Messrs.
