These regulations are to be taken, not as arbitrary rules but as necessary to the proper organization and operation of the University. Every student of the University is, therefore, bound both by reason and b; loyalty to observe them, since upon them depends the free and healthy activity of the institution whose benefits he seeks. In connecting himself with the Univei ;ty, the stulent neither loses the rights nor escape the responsibilities of the citizen. 1.
