4 War Program of the University of IIHnoli Morrill Act by the Congress of the United States, and it became a reality t h r o u g h the action of the Legislature of the State of Illinois. It thus represents the fulfillment of the d r e a m s and y e a r n i n g s of democracy; it is, in t r u t h , the expression of the State and the Nation. T h e University pledges itself to mobilize all of its resources and to devote all of its energies to the service of that State and Nation. It recognizes its responsibilities and it recognizes also hat its most w o r t h y contribution is to advance research, to train experts, and to educate men and w o m e n t h a t these, its products, may support and sustain t h a t State and Nation to the end t h a t the principles and ideals for which they stand m a y endure.
