Lincoln L provided the other one third. This planning project was accomplished in two phases. Phase i included the testing of various roadway network designs to accommodate future traffic loads. Phase II included a more detailed study of certain roadway segments representing basic elements ofthc overall roadway plan. Public corridor hearings were held at the conclusion of Phase H.
