1978] UNIVERSITY OF ILLINOIS 647 previous year's budget into the next fiscal year when legislative action upon University appropriations was not completed in time to be translated into detailed budget recommendations. Inasmuch as the same situation is expected to occur this year, the president of the University requests authorization to continue in effect, beginning July 1, 1978, and continuing thereafter until further action of the board in September 1978, the internal budget for F Y 1978 as it exists on June 30, 1978. Authorization is also requested, in accordance with t h e needs of the University and the equitable interests involved and within total resources: (1) to accept resignations; (2) to make such additional appointments as are necessary subject to the provisions of the University Statutes and the Policy and Rules — Nonacademic; and (3) to make such changes and adjustments in items included in the interim budget as are needed. All such changes are to be accounted for in the comptroller's quarterly financial reports or in reports to the board by its secretary. T h e student advisory vote was: Aye, Miss Conlon, M r . Overstreet, Miss Winter; no, none. O n motion of M r . Forsyth, authority was given as requested by the following vote: Aye, M r . Forsyth, Mr. Hahn, M r . Howard, M r . Lenz, Mr. Livingston, Mrs. Rader, Mrs. Shepherd, M r . Velasquez; no, none; absent, M r . Neal, Governor Thompson. Award of Certified Public Accountant Certificates (2) T h e Committee on Accountancy recommends that the certificate of certified public accountant be awarded, under Section 5 of the Illinois Accountancy Act of 1943, as amended, to ten candidates who have presented evidence that they are holders of valid and unrevoked certified public accountant certificates obtained by passing a standard written examination in another state or territory of the United States and who qualify in all other respects under this provision of the law. T h e names of the candidates have been filed with the secretary. The Committee on Accountancy, pursuant to Rule 16(d) of the Regulations, also recommends that the certificate of certified public accountant be awarded to twenty-seven candidates who wish to transfer the examination credit earned by passing the standard written examination in another state and who have fulfilled all other legal requirements under Sections 1, 2, and 3 of the Illinois Accountancy Act of 1943, as amended.
