Application for Funds under the Federal College Housing Program (For Single-Student Residence, Medical Center) (46) O n April 20, 1977, the Board of Trustees approved the construction of a $7,500,000, 200-unit resident facility for single students at the Medical Center campus. The project anticipated a revenue bond sale as the source of funding. T h e Department of Housing and Urban Development has recently announced a College Housing Program to assist educational institutions in providing housing funds at interest rates not to exceed 3 percent. The chancellor at the Medical Center campus and the vice president for administration have recommended the submission of an application for funds u p to $7,000,000 (the maximum eligible amount under this program) toward the construction of the Single-Student Residence at the Medical Center campus. I concur. O n motion of M r . Livingston, this recommendation was approved. SECRETARY'S REPORT T h e secretary presented for record appointments to the faculty and changes of status m a d e by the president, declinations and resignations, leaves of absence, and retirements. A copy of the report is filed with the secretary. ANNOUNCEMENTS FROM THE PRESIDENT OF THE BOARD President Howard called attention to the schedule for the next three regular meetings: September 21, Medical C e n t e r ; October 19, U r b a n a ; November 18, Chicago Circle. H e also announced that an executive session had been requested and would be convened after the meeting to consider reports on pending litigation. RECESS AND EXECUTIVE SESSION F o l l o w i n g a s h o r t recess, t h e b o a r d r e c o n v e n e d i n e x e c u t i v e session a n d c o n s i d e r e d t h e following i t e m s of b u s i n e s s : Litigation Initiated by Fred D. Fugate (47) A complaint has been filed in the United States District Court for the Northern District of Illinois (Case No. 77 C 211) by Fred D . Fugate, a former laundry worker at the Medical Center campus, who was discharged for cause effective August 19, 1975, by order of the University Civil Service Merit Board. T h e complaint is in skeleton form and alleges that the University has been guilty of employment discrimination and has violated Title V I I of the Civil Rights Act of 1964. Mr. Fugate has previously filed a charge with the Equal Employment Opportunity Commission, stating that the University has discriminated against him because of his race. The university counsel has recommended that he be authorized to take such steps as are necessary or appropriate, including the employment of special counsel, to protect the interests of the University in this matter and to defend the suit. I concur. T h e student advisory vote was: Aye, Miss Conlon, M r . Overstreet; no, none; absent, Miss Winter.
