the State for the distributive share of the interest of the College and Seminary fund, to which such colleges respectively are entitled under the provisions of this act. 6. Any college failing to receive its distributive share of the interest of the College and Seminary fund in consequence of neglecting to comply with the conditions of this act, such share shall be distributed equally among the colleges entitled to receive under the provisions of this act. 7. To prevent embarrassment to colleges conforming to the provisions of this act, a repeal of this act shall not take effect until one year after notice of such repeal has been given. (* # *) Provided, however, that any amendment of this act may be made which shall not interfere with the disbursements of money according to the provisions contained in this act. 8. This Act shall take effect on the 1st day of July next.
