the public lands for the purposes of education, and believing that no disposition of the lands can be made which will more completely promote the prosperity of our whole country, than by the appropriation of portions of the same for the establishment of a system of agricultural colleges in the several States and Territories and in the District of Columbia, for the education of the industrial classes: Therefore, Resolved, That the Senate and House of Representatives be requested to grant, during the present session of Congress, to the several States and Territories and to the District of Columbia, a sufficient quantity of the public lands to endow and maintain agricultural colleges in each State and Territory and in the District of Columbia; and that we approve of the main features of the bill introduced into Congress by the Honorable Mr. Morrill, as well calculated to carry out the objects contemplated. Resolved, That the secretary be directed to furnish each member of the Senate and House of Representatives with a copy of the above resolution. In pursuance of the resolution above adopted, I forward you the preceding preamble and resolutions, respectfully asking your attention to the same. Very respectfully, yours, B. P.
