STATE OF RHODE ISLAND AND PROVIDENCE PLANTATIONS.

SECRETARY'S OFFICE, Providence, February 22,1858. SIR: Prefixed, I beg leave, in accordance with a resolution of the general assembly of this State, to transmit you resolutions which have just passed that body, in relation to an act now before the Congress of the United States, for the donation of public lands to the several States and Territories in the Union which may provide colleges for the benefit of agriculture and the mechanic arts.
