(20) President Stoddard recommended that the Governor and the Illinois Budgetary Commission be approached on the question of asking the General Assembly of Illinois to make appropriations to the University for the construction of such buildings as the Veterinary Medicine Clinic and the Home Economics Building by assignments from the surplus in the Agricultural Premium Fund. This fund was the source of $5,000,000 in appropriations made to the University for 1949-1951 for the construction of the Animal Sciences Laboratory, the Veterinary Medicine Building, other agricultural structures and remodeling of existing agricultural buildings and the extension of utilities services to the new buildings. T h e Board gave general assent to this proposal but no formal action was taken since the President of the Board and the President of the University already have authority to present such proposals to the Illinois Budgetary Commission and other state officials.

RECOGNITION OF RETIRING MEMBERS OF T H E ACADEMIC STAFF

Pursuant to the proposal made by M r s . W a t k i n s at the meeting of the Board of Trustees on M a y 26, 1952, the Secretary presented a certificate designed to give members of the academic staff when they retire a formal expression of appreciation by the Board of Trustees of their services to the University. O n motion of M r s . Watkins, the certificate w a s approved.

DEATH OF DR. JAMES G. RANDALL

President Stoddard informed the Board of the death on February 20, I 953> °f D r . James G. Randall, Professor ot History, Emeritus. P r o fessor Randall served the University with distinction from 1920 until his retirement in 1949. H e was a distinguished scholar and writer on the life and works of Abraham Lincoln. T h e Secretary was asked to send Mrs. Randall an expression of the Board's sympathy and appreciation.

EASEMENT OVER TRELEASE WOODS

The Secretary presented the following report of the Executive Committee. The Board of Trustees on December 22, 1952 (Minutes, pages 493 to 494), referred to the Executive Committee with power to act a request from the Illinois Power Company for a right-of-way easement for a new power line across a portion of the Trelease Woods. The question which had been raised regarding the construction of the power line in this area has now been resolved satisfactorily to all parties concerned. The Executive Committee has, therefore, granted the right-of-way easement requested by the Illinois Power Company, subject to approval of the easement by the University's Legal Counsel.
