On motion of Mrs. Watkins, this easement was granted.

LEGAL A N D ENGINEERING SERVICES FOR TELEVISION APPLICATION (12) The Director of University Broadcasting recommends the retention of the law firm of Landis, Taylor, and Scoll, New York, to represent the University before the Federal Communications Commission in matters pertaining to television and retention of the engineering firm of Tansky and Bailey, Washington, D.C., to prepare the engineering phases of the television application to the Federal Communications Commission. This arrangement will involve no retainer fees but payment to the firms on the basis of services performed at their customary schedule of fees. I concur and recommend the approval of this arrangement until further notice. O n m o t i o n of M r . J o h n s t o n , t h e e m p l o y m e n t of t h e s e t w o f i r m s w a s a u t h o r i z e d , p r o v i d e d t h a t t h e a c t u a l p a y m e n t s for s e r v i c e s r e n d e r e d shall also b e s u b j e c t t o a p p r o v a l b y t h e B o a r d of T r u s t e e s . CONTRACT FOR AEROMED1CAL A N D PHYSICAL ENVIRONMENT LABORATORY COLD ROOM (13) The Director of the Aeromedical and Physical Environment Laboratory, the Director of the Physical Plant, and the Comptroller recommend award of a contract for $25,800 to the Haskris Company, Chicago, the lowest bidder, for the construction of a cold room at the Chicago Professional Colleges. The work will consist of furnishing materials and equipment and the construction of a cold room designed for biochemical research, with refrigeration machinery and controls, in the Aeromedical and Physical Environment Laboratory Building. A separate recommendation for an appropriation of $33,000 to cover all costs of this project is being submitted separately. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract. O n m o t i o n of M r s . W a t k i n s , t h i s c o n t r a c t w a s a u t h o r i z e d . CHANGE IN CONTRACT FOR WATER RECLAMATION INSTALLATIONS (14) The Director of the Physical Plant and the Comptroller recommend an increase of $4,103 in the contract with Westerlin and Campbell Company, Peoria, for the refrigeration work in the installation of water reclamation equipment in the Horticulture Field Laboratory to include a water softener. The bid of this company did not include a water softener but it submitted an alternate quotation. The water softener offered under the alternate quotation did not meet specifications and, therefore, was not included in the contract. A revised estimate has been secured on the installation of an acceptable water softener. Only one other bidder in the original list of contractors on this installation proposed as an alternate an acceptable water softener, but at a higher figure than is now quoted. Funds are available in the state appropriation for this work. f concur and recommend that the Comptroller be authorized to execute this change in the contract.
