PAYMENT OF HOUSING LOAN (20) In 1946 and 1947, the University constructed seventy-six residences on Hessel Boulevard in Champaign, for rental and sale to members of the faculty. The construction program was financed by the University of Illinois Foundation through loans totaling $259,700 at 3 per cent interest secured from the First National Bank of Chicago. Payments have been made on the principal of the loans from income and from proceeds of sales. The present balance due is $49,926. Funds from sales not yet applied on the loan have accumulated to $81,165. The Director of the Physical Plant and the Comptroller recommend that (a) the loan be paid in full and (b) the balance of the funds accumulated plus proceeds of future sales be appropriated to pay the University's share of paving Hessel Boulevard when it is improved and for maintenance of houses remaining in the University's possession. I concur.

On motion of Mr. Johnston, these recommendations were approved by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell; no, none; absent, Mr. Grange, Mr. Stevenson, Mrs. Watkins.

AMENDMENT TO POLICY AND RULES RELATING TO COMPENSATION AND WORKING CONDITIONS OF NONACADEMIC EMPLOYEES (21) In February, 1949, the Board of Trustees amended the Policy and Rules Relating to Compensation and Working Conditions of Nonacademic Employees to provide that employees be certified as participants in the University Retirement System of Illinois after completion of six months' service rather than as of the date of employment. At that time the change was desirable because of the large turnover in the employment of nonacademic personnel during the first six months' probationary period, which created a great deal of paper work in the Business Office and in the Retirement System Office registering new employees and then discontinuing their participation in the System. These conditions have now changed so that it is desirable to return to the practice originally provided in the Policy and Rules. It is also obviously of advantage to the employees concerned to become participants in the Retirement System immediately. The Director of Nonacademic Personnel, therefore, recommends the following amendments (new language in italics and language to be deleted in brackets) : Section I. General Policy — p a r a g r a p h 6 6. A permanent and continuous employee is (a) one employed in a position or in work which the University contemplates continuing for the next six months, or is (b) a person who has completed six months of service. [A permanent and continuous employee is an employee who has completed six months' service in any classification or classifications in nonacademic employment.] For this purpose a month of service shall be no less than twenty work days, excluding approved absences. A person employed regularly but on a part-time basis and fulfilling the above conditions will be considered a permanent and continuous employee.
