( 2 3 ) T h e D i r e c t o r of t h e P h y s i c a l P l a n t , t h e B u s i n e s s M a n a g e r of t h e C h i c a g o Colleges, and t h e C o m p t r o l l e r r e c o m m e n d a w a r d of a c o n t r a c t to t h e H o s k i n s Coal a n d D o c k C o r p o r a t i o n , o w n e r s of E u r e k a Coal C o m p a n y , C h i c a g o , the lowest bidder, f o r 16,000 t o n s of s c r e e n i n g s coal to b e d e l i v e r e d to t h e M e d i c a l Center S t e a m C o m p a n y P l a n t , w h i c h is o p e r a t e d b y t h e U n i v e r s i t y , as r e q u i r e d d u r i n g t h e p e r i o d A u g u s t 1, 1954, t o J u n e 30, 1955, a t a price of $3.60 f.o.b. m i n e plus f r e i g h t c h a r g e s of $1.64 p e r t o n plus a c h a r g e of $1.32 p e r ton for h a n d l i n g and d e l i v e r y , a t o t a l of $6.56 p e r t o n a n d a total e s t i m a t e d cost of $104,960. T h e l o w e s t bid is d e t e r m i n e d b y t h e n u m b e r of B r i t i s h T h e r m a l U n i t s p e r one c e n t of cost b a s e d o n g u a r a n t e e d a n a l y s i s . A c o n t i n u o u s c h e c k a t t h e P o w e r P l a n t is m a i n t a i n e d t o i n s u r e c o m p l i a n c e w i t h specifications. I c o n c u r a n d r e c o m m e n d t h a t t h e C o m p t r o l l e r a n d t h e S e c r e t a r y of t h e B o a r d b e a u t h o r i z e d to e x e c u t e t h e c o n t r a c t s u b j e c t t o a p p r o v a l b y t h e G o v e r n o r as required by the state constitution.

On motion of Mrs. Watkins, this contract was awarded, as recommended, and the Comptroller and the Secretary of the Board were authorized to execute the same.
