Mr. Nickell also commented on this matter. No formal action was taken or requested but it was the sense of the Board, expressed in the discussion of this subject, that the President of the University should continue to oppose the extension of the teacher-training program in vocational agriculture to other state institutions.

KREBIOZEN INVESTIGATION

(5) On March 24, 1954, the Krebiozen Investigating Commission met in Springfield to determine further procedure under the Act of the Sixty-eighth General Assembly of Illinois creating this Commission and providing that: "Sec. 2. The Commission shall make a thorough investigation for the purpose of ascertaining the facts of the controversy that has arisen at the University of Illinois concerning research on Krebiozen and shall consider what legislative action, if any, is necessary or desirable." There are submitted herewith a copy of the latest official notice issued by that Commission under date of March 31, 1954, addressed to the attorneys for all parties at interest, reporting the actions taken at the meeting on March 24, and a report from the Legal Counsel of the University of Illinois relating to the investigation which has been conducted and its apparent outcome. Copies of these documents are being filed with the Secretary of the Board for record. It appears from the Commission's notice of March 31 that the investigation has ended and that the Commission will probably conduct no further hearings. This notice does not constitute the final report of the Commission, which will be submitted to the Sixty-ninth General Assembly at its next regular session in 1955, but it seems reasonable to assume that the final report will contain essentially the same conclusions as the latest notice. The conclusions are stated in the motions adopted by the Commission as related in its notice and are summarized on pages 5 and 6 of the Legal Counsel's report. The results so far are gratifying from the standpoint of the University in view of its exoneration and that of Dr. George D. Stoddard from the charge of conspiracy, and also the findings relative to the character and integrity of Dr. Andrew C. Ivy. The Commission has apparently concluded that there is no occasion for it to make any recommendations to the General Assembly concerning legislation seeking to regulate the conduct of scientific research at the University. This report was received for record.

APPROPRIATION FOR COMMITTEE ON T H E SELECTION O F A PRESIDENT O F THE UNIVERSITY

The Secretary of the Board requested a supplementary appropriation for the expenses of the Board of Trustees Committee on the Selection of a President of the University and of the auxiliary committees of the University Senate (the general faculty), the Alumni Association, and the Citizens Committee which are assisting the Board of Trustees, this appropriation to be available through the fiscal year 1954-1955. On motion of Mrs. Watkins, an appropriation of $2,500 was made from the General Reserve Fund for this purpose by the following vote: Aye, Mr. Megran, Mrs. Watkins; no, none; absent, Mr. Livingston.
