University and the title of that conveyed by the latter to the former, and the survey, deeds, and other legal documents used in connection with consummating this transaction were approved by the University's Legal Counsel, and by counsel for the Foundation, prior to the execution and exchange of the deeds and other legal documents and the payment of the money. LEASE O F PROPERTY AT 7 0 4 SOUTH SIXTH STREET (10) Professor Julius N. Hook, Department of English, has recently been appointed Executive Secretary of the National Council of Teachers of English, an important professional organization of nearly 14,000 teachers. T h e Council wishes to move its headquarters to the University of Illinois Campus at UrbanaChampaign so that Professor Hook can serve it more effectively as Executive Secretary. H e will devote two-thirds of his time to the work of the Council for the second semester of the current year and after September I, 1954, will be on one-half time with the Council and one-half time in the Department of English with corresponding adjustments in his University salary. It will be of great value to the University in its relations with the high schools of Illinois as well as with other colleges and universities throughout the country to have the Council's headquarters on the campus, as it will be the center for directing the training of teachers of English on a national scale. To provide adequate quarters for the Council's work, it is recommended that space be leased on the first floor of the property at 704 South Sixth Street, Champaign. No satisfactory space is now available in University-owned premises. T h e University is already leasing quarters in this building for the Institute of Labor and Industrial Relations. Mr. W. B. Hayes, owner, has offered to lease the required space at a rate of $300 a month, the University to pay for all water, gas, electricity, janitor service, and a proportionate share of fuel costs (the heat to be furnished by the lessor). The University would assume responsibility for decoration, such remodeling as is necessary, and the return of the property to its original condition except for natural wear and tear, damage by fire, wind, or other inevitable causes, upon the termination of occupancy. The Board recently approved an extension of a previous lease for the second floor of this property for the Institute of Labor and Industrial Relations to September 1, 1956, to be executed by the University of Illinois Foundation. The proposed lease for the first floor will be on the same plan. The following basis for division of costs between the University and the Xational Council of Teachers of English is proposed: the Council and the University to share equally the remodeling costs estimated at approximately $500; the Council to assume all costs of repairs and restoration; the Council to assume full cost and responsibility for cleaning and all utilities, including heat; the rental to be shared equally between the University and the Council. The proposed rate is reasonable in comparison with existing rates for similar areas leased in this community. The Provost, the Director of the Physical Plant, and the Acting Comptroller recommend an annual appropriation of $1,800 and that this area be included as a part of the lease to be executed between the Foundation and Mr. W. B. Hayes for the second floor of this building with the understanding that the University will enter into an agreement with the National Council of Teachers of English covering the above items. I concur.

On motion of Mrs. Watkins, the Executive Committee voted to request the University of Illinois Foundation to include in the lease of space in the building at 704' South Sixth Street, Champaign, quarters for the National Council of Teachers of English, in accordance with the terms and under the conditions herein recommended, provided that the action of the Committee is concurred in by a majority of the Board of Trustees.
