continuing until September I, 1954, the date of specified retirement, at his present salary of $23,500 a year including, as heretofore, the use of the President's House and an automobile which are provided for the convenience of the University. On motion of Mr. Megran, Dr. Morey was unanimously elected President of the University effective February 1, 1954, and continuing until September 1, 1954, at a salary of $23,500 a year, including the use of the President's House and an automobile furnished him for the convenience of the University. Dr. Morey made a statement expressing appreciation of the confidence of the Board of Trustees in his administration and of its action in electing him President.

APPROPRIATION FOR PREVAILING AND RELATED NEGOTIATED WAGE RATE INCREASES

A recommendation for this appropriation was presented by the Acting President of the University to the Board of Trustees on December 16, 1953, and was referred to the Committee on Nonacademic Personnel for its consideration and recommendation to the Executive Committee for final action. The Committee on Nonacademic Personnel recommends that the policy for financing prevailing rate increases during the biennium of 1953-1955, as recommended by University officials (see Board Minutes, December 16, 1953, page 1184), be approved and that an appropriation of $129,500 be made from the General Reserve Fund for this purpose. On motion of Mr. Bissell, this appropriation was made by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Grange, Mr. Stratton.

APPROPRIATION FOR TRANSCRIPTS OF RECORD OF PROCEEDINGS BEFORE THE KREBIOZEN INVESTIGATING COMMISSION The Legal Counsel was authorized to secure transcripts of the proceedings before the original House Joint Resolution 10 Committee appointed by the Sixty-Eighth General Assembly of Illinois "for the purpose of ascertaining the facts of the controversy that has arisen at the University of Illinois concerning research on Krebiozen and to consider what legislative action, if any, is necessary or desirable," and before its successor, the Krebiozen Investigating Commission created by House Bill 823 of the Sixty-Eighth General Assembly. The Sullivan Reporting Company, 1 North LaSalle Street, Chicago 1, Illinois, was designated by the Committee and by the Commission as the official reporter of the proceedings, and the University has been securing its transcripts from that source. The Sullivan Reporting Company has submitted a statement of its charges to date, totalling $9,824. The Legal Counsel believes that these charges are excessive and has informed the Company that he can not recommend payment of this amount. The Sullivan Reporting Company has agreed to reduce its charges by 50 per cent provided it will receive payment by the end of January, 1954. The Legal Counsel recommends, and the President of the University concurs therein, that the Company be paid $4,912 in full settlement for all services to date.

On motion of Mr. Johnston, the Legal Counsel was authorized to conclude a settlement of this claim on the basis of 50 per cent of the original bill, and an appropriation of $5,000, or so much thereof as may be necessary, was made from the General Reserve Fund for this purpose by the following vote: Aye, Mr. Bissell, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Grange, Mr. Stratton.
