(b) The chief executive officer of a school included within a college shall be a director appointed biennially by the Board of Trustees, on the recommendation of the dean of the college and of the President

B. DEPARTMENTS THE DEPARTMENT

Sec. 12. (a) The department is the primary unit of education and administration within the University. It is established for the purpose of carrying on programs of instruction and research in a particular field of knowledge. The staff of a department includes persons of all ranks who, on the nomination of its head or chairman, are appointed or assigned to it. (b) The department has the fullest measure of autonomy consistent with the maintenance of general college and University educational policy and correct academic and administrative relations with other divisions of the Jniversity. Should a dispute arise between the department and another unit :f the University concerning the proper limits of this autonomy, the departiient may appeal for a ruling directly to the dean and the Executive Comnittee of the college and, where the President considers it proper, to the ^resident, who shall make a decision after consultation with the Senate Coordinating Council. (c) A department may be organized either with a chairman or with a lead. (d) A new department may be created by the Board of Trustees on the zote of the faculty of the college in which the department is to be located and „n the recommendation of the college and with the approval of the approprite Senate and the President.

Sec. 13. ( a ) The chairman shall be appointed biennially by the Board of Prustees on nomination presented by the President after consultation with lie dean of the college and with the Executive Committee of the department :oncerned. (b) In each department organized with a chairman, the voting faculty onsists of the instructors, assistant professors, associate professors, and pressors. With the consent of the Executive Committee, the Chairman may ivite other persons to attend departmental meetings but such persons shall ave no vote. (c) The voting faculty of the department shall have power to determine uch matters as do not so affect relations with other departments or colleges lat they properly come under the supervision of larger administrative units. (d) In each department organized with a chairman, there shall be an -xecutive Committee elected annually by the voting members of the departent from the ranks of assistant professor and above. Should the department J determine, members of the Executive Committee may be elected for two;ar terms. The chairman of the department is ex officio a member and the lairman of this committee. The chairman and the Executive Committee are sponsible for the preparation of the budget and for such matters as may - delegated to them by the voting faculty of the department. In a department hich has a voting faculty of not more than five members, the Executive Mimittee shall consist of all persons of the rank of assistant professor and wve. In all other cases the size of the Executive Committee shall be deterined by the voting members of the department.
