Speer, Chicago, as a financial consultant to review the present legal authority of the University to issue revenue bonds. Existing legislation should be examined to determine if it is adequate for the contemplated programs of financing construction of buildings through bond issues and if any changes are indicated to secure the best possible legal basis for issuing bonds at the lowest possible interest cost. A fee not to exceed $5,000 for all services rendered is proposed. O n m o t i o n of M r . L i v i n g s t o n , t h i s r e c o m m e n d a t i o n w a s a p p r o v e d .
