It is a pity that the learning and intellect in our universities, and especially our state universities, are not used more by the public in the work of railway regulation also. The state of Wisconsin has set a good example in that It made one of the professors of economics in its

more men having scientific training, and animated by the scientific spirit that disposes men to get at the facts and act accordingly, connected frith our regulating commissions in this country, and fewer of political training and animated only by a political spirit, public regulation would be muoh more expert, muoh fairer, and u r o more beneficial to the fuh public.
