REPORT OF COMPLIANCE OF REPUBLIC COAL A N D COKE COMPANY W I T H CONTRACT SPECIFICATIONS FOR COAL DELIVERED TO ABBOTT POWER PLANT DURING MONTH O F SEPTEMBER, 1 9 4 9 Coal contracts specified 2,700 tons of coal to be delivered during the month of September; however due to the miners' three-day work week slow down and the strike, which was effective on September 19, 1949, only 2,073.4 tons were delivered. Coal samples for each of the three weeks in which coal was delivered were sent to the State Geological Survey in Urbana for analysis, and were found to fall within the limits of the specifications as set forth in the contract. No premiums or penalties were necessary. Although the contract does not include penalties or premiums for moisture content of coal, it does include a maximum guaranteed moisture content. Due to the drier at the mine being out of order, the coal delivered had a moisture content above the guarantee. Negotiations are now in process for an adjustment of this discrepancy. T h e B.T.U./cent at the time of contract award was 45,937. The average B.T.U./cent from analyses 45,603. This is less than 0.8% variation from that used as a basis of award. T h e nearest competitor, at the time of award, offered only 41,800 B.T.U./cent. Rough calculation from operating data (which has not been checked by closely controlled boiler efficiency tests) shows that operation with Republic Coal and Coke Company coal under contract gives an evaporation of approximately eight pounds of steam per pound of coal, whereas operation with coal of the nearest competitor, the Bell and Zoller Coal Company, Murdock mine, gives only seven pounds of steam per pound of coal. Burning an average of 150 tons of coal a day of Bell and Zoller Company coal would only amount to 131.25 tons of Republic Coal and Coke Company coal or a saving of 18.75 tons a day. (18.75 X $4.954/ton = $92.89). W e believe that the burning tests and coal analysis made to date have entirely justified our recommendation of the Republic Coal and Coke Company over the
