The land is leased by the University to the Mid-Continent Petroleum Corporation which operates a filling station on it. A N N U A L PAYMENTS TO INSTITUTE OF INTERNATIONAL EDUCATION (5) The Institute of International Education was established in 1919 to provide needed services to foreign students, professors, and scholars desiring to study in the United States, as well as students and professors in American colleges and universities desiring to study abroad. Its leadership in stimulating exchanges of students between the United States and foreign countries is universally recognized. Through the years the Institute has been supported largely by grants of funds from educational foundations. The demands on the Institute and its activities have developed to such an extent that it needs more financial support. An appeal has been made, on behalf of the Institute, to the colleges and universities which it serves to contribute annually to its support. Utilizing the Institute's services has resulted in financial savings to colleges and universities. In the case of the University of Illinois an annual contribution could be regarded as payment for services. An annual subscription of $300 has been suggested. I recommend that such annual payments be authorized.

On motion of Mrs. Holt, this recommendation was approved.

APPROPRIATIONS OF ATHLETIC ASSOCIATION FUNDS (6) The Board of Directors of the Athletic Association requests approval of its action in making the following assignments from surplus funds of the Association: ( a ) Payment to the Alumni Association for services rendered, $3,000. This is in partial payment of the salary of a member of the Alumni Association staff who performs field services for the Athletic Association. (b) Expenses of sending the University of Illinois band to the Iowa-Illinois game at Iowa City, Iowa, October 8, 1949, $10,000. The action of the Directors was " . . . an appropriation of $10,000 or as much thereof as might be needed . . . " T h e actual expense of this band trip was $2,408.76. These funds were available for the purposes indicated and I recommend that the action of the Board of Directors be confirmed.

On motion of Mr. Livingston, these assignments were confirmed.

SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (7) The Committee on Nonrecurring Appropriations recommends assignments of funds from the "Reserve for Nonrecurring Purposes" in the budget for 1949-1950 as follows: Urbana-Champaign 1. Improvement of illumination in Civil Engineering drafting r o o m s . . . $ 7 500 2. Remodeling and improvements in building at 1206 W. Illinois Street (operated by the University in conjunction with the University Club of U r b a n a ) 4 000
