tributed to this fund by members of the Club during the biennium ended June 30, 1945. T h e trust fund thus established now amounts to $15,374.92. T h e r e is no prospect for a new University Club building in the immediate future. T h e Men's University Club has undertaken to improve the present facilities through the enlarging of the food service area and remodeling club room facilities. The Club has funds for redecorating but not for the purchase of necessary new equipment and furnishings. The Board of Governors of the Men's University Club is of the opinion that the purchase of equipment and furnishings, amounting to $2,500, comes within the intention of the T r u s t Agreement, and requests the release by the Board of Trustees of the University of $2,500 from the Trust Fund. It is expected that by so using such part of the Trust Fund the Club facilities will become more attractive, thereby increasing participation by the faculty and reducing the food service operating deficit through increased patronage. I recommend the release of $2,500 from the University Club T r u s t Fund which is held by the University of Illinois Foundation for the purpose requested by the Board of Governors of the Club.

On motion of Mr. Fornof, this release of trust funds was authorized as recommended, by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mrs. Watkins, Mr. Williamson; no, none; absent Mr. Hickman, Mrs. Holt, Mr. Stevenson.

PAYMENTS IN LIEU OF TAXES (28) T h e Comptroller and the Legal Counsel report that they have been working with officials of Champaign, Piatt, and De Kalb counties in the determination of amounts which the University may appropriately pay for services of governmental bodies in those counties under the provision of the act of the last General Assembly authorizing such payments. Agreement has been reached with these officials with respect to practically all of the properties involved. All such payments are covered by income produced by such properties except in a very few cases where the properties were income-producing when acquired but shortly thereafter but subsequent to the date of tax assessment were transferred to educational uses. In nearly all cases payments will be made out of funds now available in income accounts. In some instances net income of properties on which payments for preceding years are in order was transferred to the General Reserve Fund of the University, so that funds are not now available in the income accounts of these properties to cover such payments. T h e Comptroller requests an appropriation from the General Reserve Fund of $3,628. I recommend approval.

The Comptroller and the Legal Counsel commented on this matter. On motion of Mr. McLaughlin, these payments were authorized, and the appropriation was made, by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Hickman, Mrs. Holt, Mr. Stevenson.

On request of President Williamson, President Stoddard made an informal and illuminating report on the meetings of UNESCO in Paris during the summer.
