is to be paid to Mr. Phillips and, at his death, to a designated beneficiary, now 76. Upon the death of the beneficiary, the income shall be used for scholarships. There are no limitations upon the kind of scholarships other than that they should be used to aid worthy students. T h e scholarships would be awarded by the University Committee on Scholarships. Mr. James David Phillips was born in 1868 and is a graduate of the University of Illinois, receiving the degrees of Bachelor of Science in Architecture in 1893 and of Master of Architecture in 1943. H e was a member of the staff of the College of Engineering from 1892 to 1902. H e was a member of the Engineering staff of the University of Wisconsin from 1002 to 1920 and Business Manager of that institution from 1920 until he retired in 1938. H e is the author of several textbooks on mechanical drawing and has written numerous articles relating to university financing. I recommend approval. O n m o t i o n of A i r . REPORT OF GIFTS AND GRANTS RECEIVED BY THE UNIVERSITY (22) The following gifts and grants of funds have been received by the University during the fiscal year 1948-1949. They have been accepted by the President in accordance with the statutory procedure and are being reported for official record (see Appendix, page 903). This report was received for record. CONTRACT FOR TURBINE GENERATOR (23) The Director of the Physical Plant Department and the Comptroller recommend the award of a contract for $141,266.85, subject to the release by the Governor of funds appropriated to the University for this purpose, to the General Electric Company, Chicago, the lowest bidder, for a 3000-kilowatt automatic extraction turbine generator as a part of the addition to the Abbott Power Plant at Urbana. T h e State appropriations made to the University for 1949-1951 for buildings and other capital improvements include $1,215,000 for "Additions to Power and Heating Plant and Remodeling of Existing Buildings" at Urbana-Champaign. These funds are available on release by the Governor. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Herrick, authority was granted as recommended.

CONTRACT FOR POWER PLANT EQUIPMENT (24) T h e Director of the Physical Plant Department and the Comptroller recommend awards of contracts for $20,213 to the Fluor Corporation, Ltd., Los Angeles, California, for a cooling tower, and for $28,980 to the Worthington Pump & Machinery Corporation, Chicago, for condensing equipment for additions to the Abbott Power Plant at Urbana, subject to the release by the Governor of funds appropriated to the University for this purpose. These are the lowest bidders in each case and the proposals are firm prices. T h e proposal of the Fluor Corporation is subject to completion of the erection of the cooling tower prior to September 30, 1950, but in the event the erection can not be completed prior to that date, prices will be adjusted upward or downward in accordance with the standard escalation clause, if escalation in cost is in excess of 2 per cent of the price quoted. The State appropriations made to the University for 1949-1951 for buildings and other capital improvements include $1,215,000 for "Additions to Power and Heating Plant and Remodeling of Existing Buildings" at Urbana-Champaign. These funds are available upon release by the Governor.
