APPROPRIATION FOR PURCHASE O F LAND

(8) On April 21, 1949 (Minutes, page 310), the Board of Trustees approved the purchase of the 320-acre McCullough Farm and the purchase of eighty acres from the Sullivan heirs. On May 21, 1949 (Minutes, page 360), the Board of Trustees approved the purchase of the property at Sixth and John Streets in Champaign. All of these purchases are on the basis of contracts providing for annual payments and the Comptroller reports that in the year 1949-1950 the total of such payments will be $55,500. I recommend an appropriation of this amount. O n m o t i o n of M r . McLELLAN SCHOLARSHIP IN ART (9) Through the bequest of the late Mary G. McLellan of the Class of 1888, the University has a fund endowing a scholarship in art. This scholarship in art is awarded under regulations adopted by the Board of Trustees May 16, 1942 (Minutes, page 872). These regulations specify, as to eligibility: "The Scholarship will be open to students of American citizenship who have been in residence for two (not necessarily consecutive) years in the Department of Art of the University of Illinois and meet the following requirements: ( a ) Recognized standing as graduating senior in the year the award is made, or graduating senior in the year preceding the date of award, (b) Applicant shall not be over twenty-five years of age, as of June first of the year application is made. Exception shall be made in the case of students who have performed military service for our country — in which case the age limit shall be extended by the period of the candidate's actual performance of military service." As originally set up, the scholarship was to be a biennial award providing a stipend of $1,200. Because of diminishing returns from invested funds, the stipend is decreased and it is not always possible to make an award every two years. Consequently, in fairness to students who might be candidates for the scholarship, the Department of A r t recommends that the eligibility requirements be changed to read: "The Scholarship will be open to students of American citizenship who have been in residence for two (not necessarily consecutive) years in the Department
