The Board considered the following matters presented by the President of the University.

APPOINTMENT OF WILLIAM G. KAMMLADE AS ASSOCIATE DIRECTOR OF EXTENSION SERVICE IN AGRICULTURE A N D HOME ECONOMICS A N D STATE LEADER OF FARM ADVISERS (1) The Dean of the College of Agriculture, who is also Director of the Agricultural Experiment Station and Extension Service in Agriculture and H o m e Economics, recommends the appointment of Dr. William G. Kammlade, now Professor of Animal Science, as Associate Director of the Extension Service in Agriculture and Home Economics and as State Leader of F a r m Advisers for two years and as Professor of Agricultural Extension on indefinite tenure beginning September 1, 1949, at an annual salary of $10,000. I concur.

Dean Rusk commented on this recommendation. On motion of Mr. Livingston, this appointment was made as recommended.

INTERNAL OPERATING BUDGET FOR 1 9 4 9 - 1 9 5 0 (2) I present the University's internal operating budget for all divisions and funds for the fiscal year beginning July 1, 1949, and for academic and administrative appointments beginning September I, 1949. This budget has been prepared by the Provost and the Comptroller in accordance with policies approved by the President and in conference with deans, directors, and other administrative officers. I recommend that: 1. This budget, covering the allocation of the University's operating income from all sources for the year beginning July I, 1949, be approved (see Appendix, page 531). 2. The President of the University be authorized, in accordance with the needs of the University and the equitable interests involved and within total income, to ( a ) make such changes and adjustments as arc needed, (b) make such additional appointments as are necessary, subject to the provisions of the University Statutes, and (c) accept resignations. All such changes will be covered in the Comptroller's quarterly financial reports, or in reports to the Board by its Secretary.

This budget was discussed by the President, the Provost, and the Comptroller. On motion of Mr. Livingston, the budget was amended by making the salary of President Stoddard $22,000 a year, effective July 1, 1949. On motion of Mr. McLaughlin, the operating budget was approved as amended, the appropriations were made, and authority was granted as requested, by the following vote: Aye, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mr. Nickell, Mr. Williamson; no, none; absent, Mr. Fornof, Mr. Stevenson, Mrs. Watkins.
