financing of student and staff housing projects was also presented. Copies of this report had previously been sent to all members of the Board of Trustees and a copy is in the files of the Secretary of the Board as a matter of record. Mr. Fornof called attention to one of the terms in the financing plan proposed by Equitable, namely, the requirement of "A commitment fee of J^ of 1% per annum from the time the loan is approved and accepted until bonds are taken, not later than December 31, 1950." Mr. Porter, Treasurer of the Board, also commented on this requirement. Following discussion, on motion of Mr. Fornof, the Board voted that this commitment fee requirement be reviewed with representatives of Equitable to determine if it can be reduced.

APPROPRIATION FOR LEGAL SERVICES (2) The Legal Counsel submits the following bills received for legal and other services: Chapman and Cutler, I I I West Monroe Street, Chicago: F o r services rendered to June 1, 1949, in a litigation involving the tax exemption of University properties in De Kalb, Piatt, and Champaign Counties $1 527 97 Charles A. Boos, Law Reporter and Notary Public, 127 North Dearborn Street, Chicago: ( a ) For services rendered in the case of the People ex rel Kenny versus the Board of Trustees, January 24, 25, and 31, February 1, 2, 3, and 7 $542 60 (b) For reporting services at hearings on March 24, 25, and 31, conducted by a subcommittee appointed by the E x ecutive Committee of the House of Representatives, Sixty-sixth General Assembly, to consider and advise upon House Joint Resolution 22, which provided for the appointment of a committee consisting of three members of the Senate and three members of the House of Representatives to investigate the administration of the Research and Educational Hospitals and to recommend suitable legislative action if necessary 681 61 1 224 21 A special appropriation is necessary to cover payments for these services.

On motion of Mr. McLaughlin, these payments were authorized and an appropriation of $2,752.18 was made as recommended, by the " following vote: Aye, Mr. Fornof, Mr. Herrick, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Mr. Nickell, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Hickman, Dr. Meyer, Mr. Stevenson.

CONTRACT FOR STUDENT HOUSING SURVEY (3) In order to develop a long-range program for student housing, the Director of the Physical Plant Department and the Comptroller recommend that Skidmore, Owings, and Merrill, architects, Chicago, be employed to: 1. Make a survey of housing facilities for unmarried students in other institutions, at a cost of $5,600, plus traveling expenses. 2. Develop standards of construction for future residence halls at the University of Illinois, with particular reference to capital and maintenance costs. Skidmore, Owings, and Merrill are experts on institutional housing plans. The Dean of Students, the Coordinator of the Small Homes Council, and the Chairman of the University Building Program Committee concur in this recommendation. Funds are available in the Physical Plant Department budget for the cost of this survey. Student housing is one of the University's serious building problems.
