May I, 1949 Honorable John R. Fornof, Chairman Honorable Wirt Herrick Committee on Honorable Doris S. Holt Buildings and Grounds Honorable Park Livingston Honorable Karl A. Meyer At the meeting of the Board of Trustees on April 21, I presented three recommendations for the awards of contracts for remodeling, repairs, and painting of houses at Robert Allerton Park, including the main house, Gate House, and two other houses in the Park. Copies of the recommendations are enclosed. In view of questions raised by Mr. R. G. Soderstrom, President of the Illinois State Federation of Labor, and Mr. Fern R. Rauch, Assistant Director of the State Department of Labor (copies of their telegrams are also enclosed) concerning the rates of wages to be paid for this work, the Board deferred action on the awards of the contracts and referred them to your Committee with power to act. The Director of Nonacademic Personnel and the Legal Counsel have reviewed this matter and have submitted a report which I am transmitting herewith. I am sending you a memorandum concerning craft jurisdiction and determination of wage rates which was drawn up by the Director of Nonacademic Personnel, the Director of the Physical Plant Department, and the Chairman of the Nonacademic Personnel Advisory Committee on the basis of a conference between representatives of the University and of labor unions. I approved this memorandum on April 19, 1949 (Please note this was before any questions had been raised regarding the award of contracts at Allerton Park.) as a basis for wage agreements and work assignments until further notice. The evidence indicates that: 1. There a r e no "prevailing rates" established in Monticello and Piatt County by agreements between labor organizations and employers. 2. The rates of pay which the contractors who bid on the remodeling, repairs, and painting at Robert Allerton P a r k propose to pay to their craftsmen are the same rates they are paying for other work on public jobs. 3. T h e contractors in Monticello do not employ union labor as a general practice nor do they employ non-union labor exclusively. On occasions they have employed union labor. Union labor is brought in for special work on bridges, tanks, and pipe lines.
