as Chairman of the faculty Committee on Fees and Scholarships recommends this be extended to graduate students in the Chicago Professional Colleges. At present such graduate students are charged a laboratory fee of $5.00 a unit of credit for laboratory courses. H e recommends that this be replaced by a laboratory, library, and supply fee of $5.50 a term to be charged all graduate students. I concur.

On motion of Mr. McLaughlin, this recommendation was adopted.

HONORARY DEGREES (10) T h e University policy covering honorary degrees is based on a resolution of the Board of Trustees dated March 11, 1902. It is conservative, but it does not indicate the procedures that may be followed. I feel that the University should continue to be conservative on this matter, but that we should follow a systematic plan in bringing nominations before the Board. Accordingly I appointed a committee to review the situation and also brought it to the attention of the University Senate, or general faculty, at its meeting on February 14, 1049. The committee made a report to the University Senate on April 4 and the Senate has recommended the following regulations in which I concur: 1. Honorary degrees may be conferred in recognition of eminent achievement in scholarship or of high distinction in public affairs. 2. There shall be a standing committee of the Senate through which all nominations shall be made, and the Senate shall vote on the names submitted to it. 3. Final action will be taken by the Board of Trustees. T h e degrees approved will be conferred by the President of the University, on behalf of the Board, at a regular commencement or special University celebration. 4. To receive the degree, the recipient must attend the ceremony in person. In recommending these regulations the Senate also passed the following resolution: "It is the sense of the University Senate that a conservative policy should be maintained in the conferring of honorary degrees."

On motion of Mrs. Holt, these regulations were adopted.

LEGAL SERVICES FOR STAFF HOUSING RESEARCH PROJECT ( n ) The construction of staff houses in Urbana for rental to staff and for the research program of the Small Homes Council is to be financed in part by borrowing funds in the estimated amount of $140,000. It appears that the best method of securing those funds would be through a revenue bond issue of the Board of Trustees. In such circumstances it is necessary that there be an approving opinion of independent counsel. The Legal Counsel and the Comptroller recommend that the firm of Chapman and Cutler, attorneys of Chicago, be engaged for all necessary services in connection with this bond issue.

On motion of Mr. Hickman, this recommendation was adopted.

ANNEXATION TO THE CITY OF URBANA AND THE URBANACHAMPAIGN SANITARY DISTRICT OF STAFF HOUSING RESEARCH AREA (12) It is proposed that the staff housing area at the corner of Florida Avenue and Race Street, Urbana, be annexed as parts of the City of Urbana and the Urbana-Champaign Sanitary District. The advantages to the University are (1) a lower fee for the connection to the utility service lines will probably result; (2) mail service will be extended to the houses, while otherwise occupants would have to go to rural delivery mail boxes at the corner of Florida Avenue and Race Street; (3) since the City of Urbana officials have indicated they desire to extend the city limits to include this area, cooperation on the part of the University would be good public relations.
