MR. HICKMAN APPOINTED TRUSTEE O F T H E RETIREMENT SYSTEM

President Williamson designated M r . Robert Z. H i c k m a n to serve as a member of t h e Board of Trustees of t h e University Retirement System of Illinois for the duration of his present term as T r u s t e e of t h e University.

SERVICES OF CHESTER R. DAVIS, FRANK H. McKELVEY, AND DR. MARTIN G. LUKEN T h e Secretary presented t h e following: The University of Illinois has been unusually fortunate in the men and women who have served as members of the Board of Trustees. They have given freely of their time and energy, and their clear vision and their wisdom have been an important factor in the development of higher education in the State. General Chester R. Davis, Dr. Martin G. Luken, and Mr. Frank H . McKelvey have served as Trustees in a critical period in the history of the University, the Nation, and the World. In their term, the number of students in the University has varied from the lowest in twenty-five years to the highest in its history. In this time, the Board has had to provide not only for the education of regular students in all curricula, but also for many in the armed services. The research facilities of the University were made available to the prosecution of the war. A great airport came into being, with State and Federal aid. With the end of hostilities, the needs of the returning veteran became preeminent. Steps were taken to meet the urgent need for housing. T h e teaching and scientific staffs were enlarged. The administrative organization was improved. Great appropriations were obtained, looking not to the maintenance of affairs as they had been, but to the development of a greater and more vital service to the State. In all the business of the Board, General Chester R. Davis, Mr. Frank H . McKelvey, and Dr. Martin G. Luken have made a fine contribution. In marking the termination of their service, the Board makes record of its appreciation of their character and their abilities, and extends to them its most cordial good wishes for the future. O n motion of M r . F o r n o f , this resolution w a s adopted, a n d t h e Secretary w a s instructed to send copies to General Davis, D r . L u k e n , a n d Mr. McKelvey. TELEGRAM FROM MR. T h e Secretary read the following telegram from M r . F r a n k H . M c Kelvey.

Cunningham, Secretary, Blacksione Hotel, Chicago As I reach the end of my services on this Board, I step aside with regret but with the full appreciation of the opportunities for service that have come my way. Being associated with such a fine group is a stimulating experience and has broadened and enriched my life. It has been my privilege to have been actively interested in our University for nearly 47 years and its progress and welfare will always be important to me. I am convinced that a good administration depends on one thing alone and that is the ability of the administrators. W e who have had the
