The Director of the Institute of Aeronautics and the Supervising Engineer at the Airport contacted a number of contractors concerning this work and were able to find only one who was interested in undertaking the job. Mr. J. C. Scott, Tolono, Illinois, has offered to do the work on the basis of cost plus 10 per cent with an estimated total cost of $8,500. The Director of Purchases and the Comptroller recommend the award of the contract to Mr. Scott. I concur in this recommendation and request that the Comptroller and Secretary of the Board be authorized to execute this contract.

On motion of Mr. McKelvey, this contract was approved (within the estimate of $8,500) and authority was given as recommended.

CONTRACT FOR PURCHASE OF COAL FOR

URBANA-CHAMPAIGN D E P A R T M E N T S (29) Coal requirements for the Abbott Power Plant at the Urbana-Champaign campus for 1948-1949 aggregate forty thousand tons of screenings. Specifications were submitted to vendors believed to be able to furnish this coal (21 concerns) and advertisements were run in Chicago papers. No bids were received on the basis of the University's specifications because no firm was willing to enter into a contract in accordance with the specifications providing for price adjustment based on coal analysis. All bids received were based on the standard type of coal contract, which does not include price adjustment on basis of analysis but provides for adjustment in the price to reflect any changes in cost of production resulting from changes in miners' wages. Approval of this recommendation is requested. Under the requirements of the State constitution, the approval of the Governor is also required on such contracts.

On motion of Mr. McLaughlin, contracts were awarded as recommended.
