BOARD OF TRUSTEES

[February 17

APPROPRIATION OF ATHLETIC ASSOCIATION F U N D S (14) The Board of Directors of the Athletic Association of the University of Illinois on January 29, 1049, appropriated $1,000 from the unappropriated surplus of the Athletic Association for the purpose of conducting a two-day football clinic for high-school coaches in the State of Illinois. This action is submitted to the Board of Trustees for approval.

On motion of General Davis, this appropriation was approved.

PURCHASES (15) The Director of Purchases has proposed and the Comptroller recommends the purchases listed under A in the Appendix (page 279). T h e President has authorized emergency purchases listed under B in the Appendix (page 281).

On motion of General Davis, purchases were authorized as recommended under A, and the action of the President of the University in authorizing emergency purchases under B was approved and confirmed.

C O M P T R O L L E R S REPORT OF CONTRACTS AND LEASES (16) T h e Comptroller's report of contracts and leases executed under the general regulations of the Board, from December 11, 1048, also of change orders for cost-plus and other contracts (see page 282). T h i s r e p o r t w a s r e c e i v e d for r e c o r d . QUARTERLY REPORT OF THE COMPTROLLER (17) T h e Comptroller presents his quarterly report to the Board as of December 31, 1948. Copies of this report have been sent to all members of the Board in advance of this meeting.

ARCHITECTURAL STUDIES OF NEW BUILDINGS (18) It would be an advantage to start preliminary studies of some of the projects included in the building program for 1949-1951 on which no work has yet been done. I asked the Building Program Committee to advise me on how any funds that can be made available for such work prior to July 1, 1949, can best be used. The Committee recommends that: 1. An assignment of $50,000 be made to start preliminary studies of the Biology Building, first unit; Educational Laboratories Building, Psycho-Educational Clinic Division; and Law Building. 2. The firm of Holabird and Root and Burgee of Chicago be employed for these studies on a cost-plus basis subject to these conditions: (a) a maximum fee of not to exceed $50,000; (b) services may be terminated at any time; and (c) employment is limited to preliminary studies and the University reserves the right to employ other architects for further work on these projects. Payment for these services will be on the basis of actual salaries plus 1.3 times that amount for indirect costs and commission, plus such direct expenses as blueprinting, telephone calls, and travel. The work will be carried on as directed by the University and only until such time as the University may direct that it be stopped. T h e appropriation herein recommended is much less than will be required to complete preliminary plans. A larger amount is not being recommended at this time because $50,000 will take care of all work which can be done immediately.

On motion of Mr. Livingston, the employment of Holabird and Root and Burgee was authorized under the conditions recommended, and the appropriation was made, by the following vote: Aye, Mr. Davis, Mr. Fornof, Mrs. Holt, Mr. Livingston, Mr. McKelvey, Mr. McLaughlin, Dr. Meyer, Mr. Williamson; no, none; absent, Dr. Luken, Mr. Nickell, Mr. Stevenson.
