the cost of equipment. Bids received totalled $548,553.60, so that on the basis of 8 per cent the fee will be $43,884.29, of which 75 per cent, or $32,913.22, is due now.

On motion of Mr. Livingston, this payment was authorized.

PURCHASE OF OIL FOR TEMPORARY HOUSING (15) The Director of the Physical Plant Department, the Comptroller, and the Director of Purchases recommend the purchase of approximately 300,000 gallons of No. I fuel oil to be delivered as required during 1948-1949 to the temporary housing units on the Drill Field area. The price is to be the truck-delivered price in effect at the time of delivery. The present price is 14.4 cents a gallon. It is recommended that orders be placed as follows at an approximate total cost of $15,000 each: Stewart Oil Company 100,000 Gallons Standard Oil Company 100,000 Gallons Ohio Oil Company 100,000 Gallons I concur and request approval of this purchase.

On motion of Mr. McLaughlin, this purchase was approved.

AWARD OF ENGINEERING SERVICES CONTRACT FOR OIL DISTRIBUTION SYSTEMS TEMPORARY HOUSING (16) The present system of distributing oil to the storage tanks in the Drill Field housing area has proved to be excessively expensive, amounting to approximately $30,000 during 1947-1948. A central fuel oil distribution system from storage tanks located on the railroad siding near the Abbott Power Plant might effect substantial savings. The Director of the Physical Plant Department and the Comptroller recommend the employment of Neiler, Rich, and Bladen for the purpose of making studies of the engineering phase of the centralized system at a fee of 10 per cent, with the understanding that if for any reason the work should be stopped before completion they will bill the University on the basis of actual time including principals' time multiplied by three to cover overhead and profit, with a maximum fee of $3,000. Funds are available in the special State appropriation for temporary student housing. I concur and recommend that the Comptroller and Secretary of the Board be authorized to execute this contract.

On motion of Mr. McKelvey, the employment of this firm was authorized, on condition that these studies can not be undertaken by the Physical Plant Department.

PURCHASES (17) There are submitted herewith recommendations for purchases for approval by the Board, and purchases authorized by the President of the University (see Appendix, page 61).

On motion of Mr. McLaughlin, purchases were authorized as recommended, and the action of the President of the University in authorizing emergency purchases was approved and confirmed.

ENGAGEMENT OF IGOR STRAVINSKY (18) The School of Music requests approval of a contract for the services of Igor Stravinsky, distinguished composer and conductor, to conduct a performance of the University symphony orchestra in connection with the Music Festival to be held March 3, 1949, for a fee of $1,500. Funds are available in the regular budget of the School of Music. I concur and request that the Comptroller and Secretary of the Board be authorized to execute this contract.

On motion of Mrs. Holt, this contract was approved and authority was given as recommended.
